Background of the study
School monitoring and evaluation (M&E) programs are essential tools for ensuring the quality and effectiveness of educational processes. In Damaturu LGA, Yobe State, primary schools have increasingly adopted M&E frameworks to track academic progress, resource allocation, and overall school performance. These programs are designed to provide timely feedback, guide instructional practices, and identify areas in need of improvement. By systematically collecting and analyzing data, school administrators can make informed decisions that contribute to enhanced teaching standards and better learning outcomes (Aliyu, 2024). However, the effectiveness of these M&E programs in improving the quality of education remains a subject of debate. Many schools in Damaturu LGA struggle with challenges such as inadequate training for staff, limited technological support, and insufficient funding—all of which can hinder the successful implementation of monitoring and evaluation processes. Research has shown that robust M&E systems can lead to significant improvements in student performance by ensuring accountability and fostering a culture of continuous improvement (Bello, 2023). In the context of primary education, where foundational skills are being developed, effective M&E is particularly crucial. It enables early identification of learning gaps and facilitates timely interventions that can prevent long-term academic underachievement. Despite the potential benefits, there is limited empirical evidence regarding the actual impact of these programs on the educational outcomes of primary schools in Damaturu LGA. This study seeks to evaluate the current M&E practices, assess their effectiveness, and identify the challenges that impede their full potential. By drawing on both quantitative data and qualitative insights from educators, this research aims to provide a comprehensive understanding of how monitoring and evaluation influence teaching quality and student learning. The study will also explore best practices and propose strategies for enhancing the implementation of M&E programs, with the ultimate goal of contributing to a more effective and accountable primary education system in Damaturu LGA (Aliyu, 2024; Bello, 2023).

Statement of the problem
Despite the introduction of school monitoring and evaluation programs in primary schools in Damaturu LGA, the expected improvements in academic performance and teaching quality have not been consistently realized. Many schools report challenges such as insufficient training for teachers on data collection and analysis, limited resources to support comprehensive evaluations, and a lack of follow-up actions based on evaluation outcomes (Aliyu, 2024). These issues hinder the ability of schools to effectively track student progress and implement necessary changes in instructional practices. Furthermore, the absence of a standardized M&E framework across schools has resulted in discrepancies in how data is collected and used, thereby limiting the overall impact of these programs. The resulting gap between policy intentions and practical implementation has left many schools without clear evidence-based strategies for improvement. This situation is particularly concerning in primary schools, where early academic interventions are critical. Without effective monitoring and evaluation, issues such as low student achievement, teacher underperformance, and inefficient resource use may persist or worsen over time. Additionally, the lack of a robust feedback mechanism means that the voices of teachers, parents, and students are often not adequately reflected in policy adjustments. There is a pressing need to assess the current state of M&E programs in primary schools in Damaturu LGA, to understand the barriers to their effective implementation, and to recommend actionable strategies that can bridge the gap between intended outcomes and actual performance. This study aims to address these issues by systematically evaluating the effectiveness of existing M&E practices and by providing recommendations to enhance their impact on educational quality (Aliyu, 2024).

Significance of the study
This study is significant as it examines the role of school monitoring and evaluation in enhancing the quality of primary education. The findings will be invaluable to policymakers, school administrators, and educators by providing evidence-based recommendations to optimize M&E practices, ultimately contributing to improved student performance and accountability in Damaturu LGA.

Scope and limitations of the study
This study is limited to primary schools in Damaturu LGA, Yobe State, focusing on the effectiveness of internal school monitoring and evaluation programs. It does not extend to external evaluation systems or other educational levels.
